fix(btw): 非安全上下文降级生成旁路请求 ID

crypto.randomUUID 仅在 https/localhost 可用,经 IP+http 访问 Web UI 时
为 undefined,导致 /btw 提问抛 "crypto.randomUUID is not a function"。
改用与 sessions-tab / tasks 页面一致的降级写法。
